Open cast mining representative association Aspasa, has compiled an extensive toolkit to empower quarry owners to comply with all requirements of the Mine Health and Safety Act, as well as related legislation and its own strict standards.

For more than a decade, the association has worked closely with law makers and its own legal representatives to fully understand laws pertaining to opencast mining. During this period, Aspasa has had its own health and safety (H&S) experts assist its members in legislation compliance. It has also developed its own H&S management system (based on ISO standards) which is implemented at all member sites and audited on an annual basis. Top achievers are awarded at an annual awards ceremony.

Empowering quarry ownersAspasa has reprinted the MH&S Act booklet for distribution to its members at no cost.

Aspasa has also reprinted the Mine Health and Safety Act booklet which is distributed freely to its members, as well as regular member bulletins giving notice of changes or amendments that may affect member operations. In addition, it provides training in the form of regular workshops throughout the country at major centres, or if required on an individual basis in outlying areas.

“Our aim is to empower quarry owners and their representatives to run the safest possible operations that are free from injuries or harm for those on site, as well as in surrounding communities. Since the implementation of our programmes, we have become one of the best performing industries in the entire sector and as a result continue to enjoy a good working relationship with the Department of Mineral Resources (DMR) pertaining to safety and health,” says Aspasa director Nico Pienaar.

“We are also well represented on other industry bodies such as the Mine Health and Safety Council and the Chamber of Mines, where our input is instrumental in shaping future legislation to suit the requirements of our own industry. Mining operations can be vastly different and we ensure that we have our say when it comes to drafting and implementing new legislation.”

The association audited more than 120 plants last year and despite ever-stricter requirements, the list of non-conformances is shrinking across most operations.

MHSA booklets, document templates, best practices and other documentation are available to members and available training courses are published on the association’s website.
